Web Admin doesn't saves Virtual Host data

For example i change Document Root in Tab "General" then press save button. Field changes to new value, but config file doesn't changes and when i press on "General" tab again Document Root changes to old value.

Configuration cannot be owned by root. The directory cannot be owned by root. should be owned by the user that web server run as.
