I am ordering a new server to serve as a front end server for www.disboards.com and I have a few questions.
The server will have 2 dual core xeon 3.0 processors and run Red Hat Linux ES.
Will there be a noticable performance increase by going from 4 to 6 gigs of RAM? Will litespeed utilize it?
Will there be an improvement if we go with the 64 bit OS?

The ram increase from 4-6GB can have little or large impact depending on your mysql database backend.

LiteSpeed is extremely ram frugal so memory is never an issue with LiteSpeed. It will run just as well with 512MB of ram versus 6GB.

Your database however, will/might, love the increase in ram to cache data and indices.

We do recommend installing 64bit os as mysql will benefit. Tests have shown that mysql 64bit will out-perform the 32bit counterpart. LiteSpeed will run well regardless of 32 or 64bit.

The database runs on a seperate server so this is just for litespeed.
So 32 bit and 4 gigs of ram would be fine? 64 bit and 6 gigs of ram would make no difference?

Correct. if it is just for LiteSpeed + PHP processes, 4G is enough. Put that extra money in your pocket. However, I would still recommend you to install 64bit OS.
