Outbound Bandwidth limit not working?

I set the Outbound Bandwidth (bytes/sec) to 100K

but according to rrdtools graph, outbound still reaches 400K+ bytes/sec

I tried downloading a file from another server and it seems it's working

The configuration is for traffic from/to a single IP. rrdtools graph shows the overall bandwidth usage.
