.htaccess Deny From All Not working

I have the follwoing in an .htaccess file:

order allow,deny
deny from all
allow from all

However, I am able to access that directory anyway. How can I fix this?

Connection Interrupted HTTP/1.1 413 412

When uploading a file through a PHP script I get a Connection Interrupted error almost immediately after posting. When looking at the log file, it shows: HTTP/1.1 413 412. Why might this happen?

I used the easy cPanel setup method. However, my PHP processes (lsphp5) are running as nobody rather than the user. How can I fix this?
