*file /usr/local/apache/conf/httpd.conf is not readable

Just upgraded to 3.2.1. But when I try to change 'Auto Reload On Changes' to yes from no, I get the error '*file /usr/local/apache/conf/httpd.conf is not readable'.

Not the server total. I want shaping per IP/file download. I just dont want some user on a t3 or something pulling 45 Mb from the server. More for abuse reasons then anything else since this is used...

This still doesnt seem to work. I entered 1M under in and out going bandwidth and can still pull 85Mb from it when downloading a file. I entered this under Server>Security.

Is the open_base cPanel tweak needed when using PHP under PHPsuEXEC. Wouldnt a permission error occur anyway making that tweak pointless in this scenario?

Thanks for the help, much appreciated. Unfortunately, I cannot try those alternate options as the whmcs version we have is encoded so it cannot be edited. Ill have to try the cron thing for now.

I agree, Apache has been a thorn in my side for a long time, especially not being able to handle substantial loads without throwing expensive hardware at it to overcome the flaws.
