I changed the max connections from the default of 2k to 1k, however on the real-time status page, it still shows 2k even after I restarted it gracefully.

Are you using a trial key? it is a 2-CPU license, so the number shows there is twice of "max connections".

I have also seen this as well. I have rails sites that use the same template which should only have 1 max connection , yet in the real time stats, I see a couple of those sites having a max con of 2

We are not on the trial key.
