Disable cgi when chmod file.cgi 755

I user cpanel + Litespeed

i was added

<IfModule litespeed>
DisableCgiOverride On
</IfModule>

But chmod 755 file.cgi is file.cgi working

Can all help me disable ?

"DisableCgiOverride On" is to prevent user from adding things like "AddHandler cgi-script .cgi .pl" at local .htaccess level.

need more info regarding why file.cgi still working.
