CSS style Problem

Hello :

My customer CSS style show as chiness encode , So his website tempolate not work !

after switch to apache and back to LS , resolved .
nothing found in error logs

can you guide ?

the "charset=utf-16" is unusual

in Firefox, it displays as chiness; change encoding to UTF-8, back to normal.
