Warning: file_get_contents

hello

I am new to litespeed just have my host installed it for me to try now i am getting the following error Warning:

Warning: file_get_contents(http://www.website.com/name.php?f=15) [function.file-get-contents]: failed to open stream: no suitable wrapper could be found in /home/dir/public_html/all.php on line 36

can anyone help me. i have added
register_globals = Off
allow_url_fopen = On
allow_url_include = On
in my php.ini

but nothing improve
