Dynamic request rate throttling does not work

lsws 3.2.3

I have set Dynamic Requests/second to 3, but the setting doesn't seem to have any effect:
ab -n 30 http://www.example.com/myrailsapp
Requests per second: 8.92 [#/sec] (mean)
ab -n 200 http://www.example.com/test.php
Requests per second: 22.34 [#/sec] (mean)
(test made from an external machine)

I have tried both server level and vhost level setting with the same result.

It is a Enterprise feature.

Oh ok, didn't realize that. Maybe it should be marked in the documentation or in the web interface?
