SecRuleEngine Off support?

Hi,

We can't seem to disable modsec for any vhost - it still triggers the rules unless we disable rules individually via SecRuleRemoveById

The config in question is:

<LocationMatch .*>
SecRuleEngine Off
</LocationMatch>

Should this work?

I tested
SecRuleEngine Off

before without LocationMatch, it works.
