Default Stopped virtual hosts do not stay stopped
I would expect that stopped virtual hosts stay stopped after restart. Now all virtual servers are started when restarting the server (Graceful Restart).

That's as designed, you need to remove listener to vhost mapping if you want to stop the vhost even after restart.
