Can rails apps share dispatch.lsapi?

Can rails apps share dispatch.lsapi? Can I put dispatch.lsapi in a shared locations?

See, Im trying to setup a VH TEMPLATE and in the "External App"section the "Command" field demands to know were the dispatch.lsapi lives. I tried "$VH_ROOT/public/dispatch.lsapi", but that didnt fly, because it validates to make sure that it can find the dispatch before a save is commited.

This should be allowed in the admin console. if you manually edit the config file, it should work.
