I have a cpanel vps with about 300 domain. can i use free litespeed license on this vps?

No. you need a vps license at minimum as standard edition has 5 vhost limit.

If you are on tight budget. You can use lighttpd. It is free and is the definitely better than apache and litespeed standard version.
But if later you have money, go with litespeed enterprise. it is well worth the money
