Default Is it the problem with mod_rewrite?

I have not pointed my domain to this new site yet, so I am accessing it via:
http://216.38.53.212/~fortune1/

This page is working fine with apache, but not with litespeed standard edition.

Internal pages are working fine, for ex:
http://216.38.53.212/~fortune1/socia...ce-initiatives

Only home page is not working, I am not even sure whether my virtual host server is setup correctly or not. But I have the following in the rewrite rules:
RewriteBase "/~fortune1/"

Another possibility is that css and js files are not loading in the home page for some reason.

your help is greatly appreciated. Pls point me to the right direction. Thanks,

Edit: I checked the log file, seems like it is looking for css, js and images in the wrong location, for ex:
not found [/usr/local/apache/htdocs/modules/date/date_popup/themes/timeentry.css]

Not sure how to correct this.

A suggestion of quick workaround:

set the virtual document root to /~fortune1

comment
RewriteBase /~fortune1
in above .htaccess.

to see if drupal up or not after the change.

the test url should be http://216.38.53.212/

yes, virtual host.

Am not familiar with WHM/cPanel env, so just FYI:

edit /usr/local/apache/conf/httpd.conf

modify or add a VirtualHost
define its DocumentRoot to .../~fortune1
