Apache wrapper or something causing some problems

This has happened enough on enough servers for me to classify this as bug. SO here we go.

On cpanel when an account is added, a user makes a subdomain, addon domain or anything like that. Litespeed does not restart. I been having to setup a cron on restarts so user's changes take effect eventually.

This is happening on more then one server. I have tried changing the option from apache binary to auto reload on changes and then changing back to no avail. It seems to have started doing this since last few upgrades.

I dont know if it is just where I have had versions that have upgraded since early 3 versions or what but it seems to be doing this on every server.

Would this be a bug or maybe some problem with cpanel?

Is anyone else having this issue?
