try from command line:

/path_to_lsws/fcgi-bin/lsphp5 -i| grep "Configuration File (php.ini) Path"

where path_to_lsws is the install path of lsws (e.g. /usr/local/lsws).

add below to vhost .htaccess or vhost in httpd.conf (if lsws read apache config).

php_admin_value safe_mode "Off"
