problems if Auto Restart is off

hey folks,

trying to diagnose a 503 error I turned off auto restart as it seemed that even if I disabled "fix 503 error" it still restarted (this seems to work in recent versions).

if "auto restart" is off, it didn't allow me to do a "graceful restart" from the webinterface, it simply hang.
If its not supposed to work, then there should be at least a message or the option be removed from the webinterface if "auto restart" is off.
also the load-number didn't change and showed outdated data as hell.

don't know what else didn't work with that but it came all back to normal when I reenabled "auto restart".

Really should remove the "auto restart" option, as there have been many features depends on that.

For the "fix 503 error" can not be disabled problem, I will investigate.
