at server level lsphp5 configuration:

default value is empty....

can you PM access to the server ? lsws web admin or/and ssh root.
without "IfModule LiteSpeed", when server switch to apache, apache will complain.
it's for compatible with apache only.
please switch between apache and litespeed, visit a phpinfo page, and compare open_basedir value.

from the screenshot, open_basedir is not empty, first column override 2nd colum(which is "no value")

first thing to check, do your lsws license include lscache option ? if it's a 2-CPU or above license, lscache option is built-in
