So you're saying there is a log that can be parsed to block IP's via the local server firewalls?

That could be multiple issues. I'd recommend trying to stop Apache from a command line and then hitting switch. You could also have a hung process. I don't work for LiteSpeed so I'm not a professional at their product. Just speaking from personal experience.
