“LiteSpeed is not up within 60 secs” Error

When trying to start/switch to a newly-installed LiteSpeed Web Server on a cPanel server, you may see the following message:

Failed to bring up LiteSpeed
Stopping httpd: [ OK ]
Apache Stopped.
LiteSpeed is not up within 30 secs, try again by removing /tmp/lshttpd/.
ERROR LiteSpeed is not up within 60 secs, please check the error log and try again.
Apache port offset has been set to 0.

While there may be a technical reason, it also may be cause by an incorrect license type.

Before going to the effort of troubleshooting, check the license first:

/usr/local/lsws/bin/lshttpd -V

You may see something similar to the following:

root@support [~]# /usr/local/lsws/bin/lshttpd -V
2018-10-03 14:20:45.506996 [NOTICE] Memory size is: 8202396KB.
[ERROR] VPS license cannot be used on VPS with more than 2GB memory.
Please upgrade your license to Ultra VPS or 1-CPU license!

Upgrading your license should fix the error.
