How to Enable LiteSpeed SOAP Extension

I have a problem LiteSpeed Enabled;

When Enable Apache SOAP Extension works
but,
Apache Disabled and LiteSpeed Enable SOAP is not working.

Server Error_log:

PHP Fatal error: Uncaught SoapFault exception: [WSDL] SOAP-ERROR: Parsing WSDL: Couldn't load from http://xxxxxxxxxxx
PHP Fatal error: Uncaught SoapFault exception: [HTTP] Error Fetching http headers in http:/xxxxx

LiteSpeed Webadmin Console Report: --with-mysqli --with-zlib --with-gd --enable-shmop --enable-track-vars --enable-sockets --enable-sysvsem --enable-sysvshm --enable-soap --enable-libxml --enable-magic-quotes --enable-mbstring --with-iconv --with-pdo-extension

I could not find a solution.

do you have control panel ?
if lsphp match with apache php ? compare phpinfo.php output under apache and litespeed to see if they match.
