suexec max_connection

Hello I set the suexec max conn setting to 25 for the sites on the server. So each site should run a maximum of 25 process. But I see that some sites go over this limit 2x sometimes 3x 4x suexec max conn value. When these sites receive DDOS attack, the 25 suexec limit is automatically exceeded...
