Crawler feature is not enabled?

Crawler enabled and server gracefully restarted

and cron is setup as it seems
went trough wiki several times and dont know if this is enabled or not

Where did you place the configuration? at server level or for a specific vhost?
If the configuration is added properly, "X-LSCACHE" should have "crawler" in its value when you check phpinfo() output.
Maybe you can try different way see if you can get it work.

That is for native configuration only, not for vhosts from Apache config. You need to add configuration to Apache main include file.
