HTTP/2 vs HTTP/3 BBR Download Speed

While i have been doing some testing of some static files downloads i noticed that HTTP/3 does not hit the full bandwidth available even with BBR selected. Guessing some of the BBR improvements/fixes that have been included in the Linux kernel are missing from your BBR implementation.

LiteSpeed: Ubuntu 22.04 with Linux 5.19.8 BBR
Client: Windows 10 Chrome with 160ms latency to server
Test File: CentOS-Stream-8-x86_64-20220831-boot.iso

HTTP/2 Download Speed: 90Mbps
HTTP/3 Download Speed: 80Mbps
