[Security] Harden per-user redis.size/redis.package file handling against privilege-escalation vectors.
[Security] Restrict the Redis Service Users screen and all Redis actions to servers with a supported and fully configured cage environment.
[Improvement] Add per-user redis.package synchronization for package default sizes, including install-time backfill, automatic periodic reconciliation, and a new "syncpkgfiles" action.
[Improvement] Add a toggle to suppress auto-enabling Redis for newly created users in a package.
[Bug Fix] Disabling Redis for a user no longer deletes that user's redis.package file, preserving package membership across Redis disable/setup-removal.
[Bug Fix] Fix a single failed account aborting an entire Redis package or default-size enable/disable batch; remaining accounts are now processed and the partial failure is reported.
