Multisite subdirectory: How to install correctly

I am using the WordPress plugin on an Apache server
Multisite subdirectory install
MultilingualPress (the subdirectories represent the various languages)
All sites are built using a Divi child theme.
Do I network activate? Or one site at a time?
WordPress sitehealth always claims I have no browser cache enabled -- even though the settings say I do.
I've looked through the documentation and cannot find any help on how to do this.
