Slow Download speed

#1
Hello i have an issues regarding download file from my server, i tried download via browser and ftp, the speed is fixed at 1.2mb/s. I have Cloudlinux/cpanel/LS.
I checked all my system, the server speed seems to be ok. I tried from many location, the speed is always the same 1.2mb. Any suggestion? Send Buffer Size (bytes) is no set and Outbound Bandwidth (bytes/sec) 0. i Have tried 4 different browser download at same time the same file, all browser download at 1.2mb fixed

Any suggestion?

Here're just some of my ideas,
1. Please check CloudLinux Cagefs limit of that domain
2. The server speed you mentioned is network bandwidth between your location and the server?
3. Any other security limit on this server?

What about the simplest reason? Your hosting provider limits the speed.
I tested speed from rescue mode,
----------------------------
Upload test ( IPv4 )
Result Test OK
Average speed 890.97 Megabit/s

Download test ( IPv4 )
Result Test OK
Checksum OK
Average speed 978.64 Megabit/s
----------------------------

My server is in germany, i tried iperf3 from Leaseweb Netherlands

[ 5] 0.00-1.00 sec 4.94 MBytes 41.4 Mbits/sec
[ 7] 0.00-1.00 sec 4.93 MBytes 41.3 Mbits/sec
[ 9] 0.00-1.00 sec 4.93 MBytes 41.3 Mbits/sec
[ 11] 0.00-1.00 sec 4.94 MBytes 41.5 Mbits/sec
[ 13] 0.00-1.00 sec 4.94 MBytes 41.4 Mbits/sec
[ 15] 0.00-1.00 sec 5.18 MBytes 43.4 Mbits/sec
[ 17] 0.00-1.00 sec 5.19 MBytes 43.5 Mbits/sec
[ 19] 0.00-1.00 sec 4.93 MBytes 41.4 Mbits/sec
[ 21] 0.00-1.00 sec 4.92 MBytes 41.3 Mbits/sec
[ 23] 0.00-1.00 sec 4.92 MBytes 41.3 Mbits/sec
[SUM] 0.00-1.00 sec 49.8 MBytes 418 Mbits/sec

Sorry to choose german....

There is no known reason why LiteSpeed should limit transfer rate and also don't know how that could be done. I am also at Leaseweb with datacenter in Frankfurt, but never had any problems with transfer rate with LiteSpeed in the last 10 years.

I have problem on hetzner datacenter, iperf3 is from leaseweb test vps. I know the problem is not related to litespeed, i have posted here id someone have a idea where to look for.
